On July 2, 1990, James L. Martin (hereafter "Martin" or "petitioner") filed in this Court a notice of appeal seeking review
of a decision of the Board of Bar Examiners of the State of Delaware (hereafter the "Board") dated June 29, 1990, confirming
the Board's final determination rendered June 8, 1990. By its June 8 decision, the Board found that petitioner had "failed
to act in a timely manner to preserve right to a hearing on the Board's decision in June, 1989 not to approve application
for leave to sit for the Delaware Bar Examination." The Board's letter decision dated June 29, 1990 simply confirmed its June
8 ruling to be its "final determination.
